Distribution of PRONAF financial resources for the southern and northeastern regions of Brazil, analyzed by credit restriction theory

Abstract

The National Program for the Strengthening of Family Agriculture (PRONAF), established in 1995, is a Brazilian federal government program for wider credit access to family farmers. It aims at expanding job generation in rural areas, enhancing productive capacity and improving income of poor populations. However, the distribution of PRONAF financial resources occurs unequally among the Brazilian states. Based on Stiglitz’s Credit Restriction Theory, the factors that may be accentuating inequality of credit distribution among the southern, southeastern and northeastern regions of Brazil, and their economical and social repercussions from 2001 to 2004 are pinpointed. The study also investigates prevalent conditions in the offering of resources by banks and the profile of the loan taker on the demand side.
