Abstract

The decentralization process of power from the federal to the local level and responsibility sharing with other types of organization are investigated. Consortiums are an alternative for the management of municipal responsibilities especially on environmental issues. The management model proposes that all social agents get involved in the administration of issues of common interest. An overall view on solid waste management by intermunicipal partnerships, especially the Public Consortium for Solid Waste Management in João Monlevade MG Brazil is highlighted. It was undertaken through questionnaires to the managers of the consorted municipalities.
