Moral Harassment Against the Civil Servant on the Work Milieu During Municipal Elections in Brazil

Abstract

Current research deals with moral harassment which involves complicated issues at any time and in any place. Understanding the harasser´s profile and that of the harassed person is highly complex especially when the phenomenon strife and greed for power jeopardizes public interest and civil servants are violently harassed on their work milieu. This fact brings about liabilities for the harassed civil servant and for the department concerned. Possible comprehension and solutions are discussed on the accountability of the moral harasser so that the choice of the governing body would not be affected by a small group with vested interests. The breaking down of paradigms is required in which a change of culture is endeavored for fair elections.
