The Construction of a National System of Education? Considerations on the National Education Plan (PNE) and First Approaches Towards a National Conference on Education – CONAE 2010

Abstract
The main aspects of public education in Brazil on "the new directions for education" from 1985 to 1995 are investigated. The approach is brief and provisional since current situation and analysis of contemporary public policy are still in a rather peculiar process of construction. In current investigation discussions on the National Education Plan (PNE - Law 10172 of the 9th January 2001) and on the National Conference on Education (CONAE) held in 2010, which aimed at the construction of a National Education System, are undertaken. These factors propose to improve the quality of education at all levels, reducing social and regional inequalities, and guaranteeing permanence in school and a successful life through the public government schools. The method for debating PNE and CONAE 2010 comprised bibliographical and documentary research which is highly relevant for the understanding of the event, especially in the themes addressed in the CONAE 2010 statements. In fact, they provided subsidies for the construction of knowledge on the theme. The CONAE 2010 and its conclusions published in a reference document triggered the link between the construction of social quality through a broad view of education and society in search of a type of democracy decentralized from the elite. It would therefore warrant initial and continuous education for professionals, especially the right for quality education.
