DETERMINING FACTORS FOR THE EFFICIENT PROVISION OF PUBLIC RESOURCES BY THE ENHANCEMENT OF THE INDEX OF LIFE QUALITY (EILQ) IN MUNICIPALITIES OF THE STATE OF MINAS GERAIS, BRAZIL

Abstract
Current research evaluated the determining factors in efficiency variation in life quality, taking as parameter the relationship between availability of public resources and life quality in 173 municipalities of the state of Minas Gerais, Brazil. The Enhancement Index of Life Quality foregrounded current study for the regions Northern Minas Gerais, Jequitinhonha, Western Minas Gerais, Alto Paranaíba and Northwestern Minas Gerais. A multiple linear regression model from EILQ was employed to explain the variation of life quality indexes of the municipalities of the state of Minas Gerais. The index was composed of the variables family allowance, job rate, car tax, illiteracy rate, rural land tax and total expenditure of the municipalities that provided an 88.30% joint association with the variable EILQ. Results showed that municipal revenues were not relevant for an increase in the efficient provision of resources for the population’s enhancement of life quality.
