FOCALIZATION AND UNIVERSALIZATION IN MINIMUM INCOME GUARANTEE PROGRAMS (PGRMs)

Abstract

The Family Subsidy Program benefits more than eleven million families. If each family have an average of four members, more than 40 million people are subsidized by the program and frequently exclusively by this program. What is the theory that underlies the Family Subsidy Program? In what theory may it be classified? Would it not be better if it were for all without the maintenance of rolls? Current analysis discusses the Minimum Income Guarantee policies based in its theoretical aspect with regard to the discussion on focalization and/or universalization of these policies. Other types of minimum income guarantee policies are provided. A theoretical analysis is undertaken taking into consideration the Family Subsidy Program as part of the Minimum Income Program in Brazil.
