RELEVANCE AND HISTORY: ANALYSIS OF THE “UNIVERSITY FOR ALL” PROGRAM OF THE BRAZILIAN GOVERNMENT

Abstract

The general context of the PROUNI is analyzed and its impact on Higher Education Institutions, on value aggregation to the life quality of students and on the perspective in social transformation is identified. Primary and secondary data are employed: the former were collected between April and June 2011 by a questionnaire with 1154 PROUNI scholarship-receiving students of the Pontifícia Universidade Católica do Paraná. Collection was undertaken by the Qualtrix system with open and closed questions. Closed questions were verified by the analysis of simple contents and open questions by content analysis. Research methodology is followed by the presentation and analysis of data which are subdivided into the general context of the PROUNI and of FIES; PROUNI students´ profile and final considerations. Results show that the PROUNI had specific scores since the beginning that may be demonstrated quantitatively by research. Data comprises regions focused upon by PROUNI, types of HEIs which most participate in the program; PROUNI students´ profile; its greatest challenges.
