Abstract

Current analysis deals with discussions at the National Education Conference (CONAE) and possible divergences in the Brazilian Education Plan (PNE) 2011-2020 with regard to Higher Education. A critical and comparative analysis was undertaken, through a bibliographical research, between the CONAE´s final document, specifically Axis III – Democratization of Access, Permanence and Schooling Success, and Act 8035/2010 on PNE 2011-2010, with regard to Target 12, specifically on political and educational activities dealing with Higher Education. Results indicate investigations on the expectations of organized civil society represented by the CONAE and the contradictions in PNE 2011-2020.
