<b>Land reform: reflections on the delay for the reintegration of properties

Abstract

Brazil is a contry of continental dimensions, but with an unfair distribution of land among people, leading to conflicts for its possession, which has caused deaths in the rural area and brought concerns to the rural proprietor. The Federal Constitution and the Law nº. 8,629/93 regulate the land social function, and promote their expropriation when non-productive, fixing men on the rural area. However, public initiatives are missing, especially in the State of Paraná Gevernment, concerning mandates that impose the reitegration of property, as well as in the effectuation of the expropriations and the issue property title to settlers. Land Reform woul solve the violence in the rural area supplying a rational distribution of property, and the law mentioned above, would exert coercion over the large landowners to accept the land social function.
