POPULAR PARTICIPATION AND PUBLIC POLICIES IN THE ORDERING OF TOWNS: THE EXAMPLE OF SÃO BENTO DO SUL, BRAZIL

Abstract

Current essay is an analysis on the role of public policies and popular participation in towns and cities. A qualitative research was undertaken on the Guidelines of the town of São Bento do Sul SC Brazil and on the practical experience obtained from the Secretariat of Urban Planning of the town under analysis and its Town Council (Concidade). Several materials produced by researchers related to urban Geography and public policies were employed as a theoretical basis. They comprised the application of laws for the use of urban space and the manner this space was transformed due to the laws. Information was collected and data were registered on the theme for a solid basis in the preparation of current essay. Research revealed that people belonging to public organs and institutions gave their participation, coupled to class groups linked to urban development, namely, entrepreneurs, trade unions, architects and engineers of the town under analysis.
