TRANSPARENCY AND ACCESS TO INFORMATION: A STUDY ON THE MUNICIPALITIES OF THE SERIDÓ OCIDENTAL POTIGUAR MICROREGION
Abstract
Linked to the emergence of the Access to Information Law (LAI), of November 18, 2012, there is an increase in the search for information in the public domain by society, especially with regard to the application of public resources and in order to carry out the exercise of social control. Compliance with LAI is, in practice, the exercise of transparency by public administration bodies and institutions, through the availability of information services available to society. This article aims to assess the level of transparency of the municipalities belonging to the micro-region of Seridó potiguar, a sample of this research, using the Citizen Information System (SIC), focusing on its functioning and processing of information. The research is classified as descriptive, of qualitative and quantitative nature. As for the technique used for data collection, it was used documentary research and survey, through the application of the questionnaire Escala Brasil Transparente (EBT 3.0), by CGU. Regarding the results achieved, with regard to active and passive transparency, a greater concern was identified by the managers of the municipalities of São Fernando and Timbaúba dos Batistas regarding transparency and compliance with the LAI. The results obtained provided necessary subsidies for questioning, as well as guidance from public managers. It is concluded that an improvement is necessary in the sense of making the information required by LAI more accessible to all involved in the process, emphasizing that access to information is one of the most important tools for citizens to exercise democracy.References
