Education Policies for Young People and Adults in the State of Paraná, Brazil, During the Lerner Administration (1995-2002)

Abstract

The public policies for the education of young people and adults (EJA) in the state of Paraná, Brazil, during the Lerner administration (1995-2002) are analyzed. Current investigation deals with the functions practiced by EJA in the educational policies of the state during the period, starting from the presentation of the principal activities and strategies promoted by the State Education Department on this issue. An historical approach is employed to correlate the issue with general ideas and historical and social determinants of the development of capitalism at the end of the 20th century. EJA’s policies converged with the goals of the state’s education policies as a mechanism of correction for school enrolments and accelerated certification for the labor market. These two functions were foregrounded on economical rationality for social policies and by the immediate demands of the certification for the entry or permanence in the labor market, provided by employment ideology.
