Government Planning in the State of Paraná, Brazil: Priorities in Tourism Public Policies

Current analysis has been undertaken within the Institutional Program in Scientific Initiation (PROIC) of the Universidade Estadual do Centro-Oeste in the state of Paraná, Brazil. Research is a section of the project proposed and financed by the Institute for Applied Economic research (IPEA) called “Government Planning and Management within the State: A Comparative Analysis of Processes, Contents and Systems of the Pluri-Annual Plans” and aims at investigating the Pluri-Annual Plan (2012-2015) of the state of Paraná, Brazil, with special reference to Tourism policy. The qualitative and descriptive methodology provided a bibliographical review and documental analysis. Results show that the Tourism policy of the state, synthesized in the Program “Sustainable Development of Tourism”, was coherent with the technical principles on the sustainable development of tourism and government planning. When the budget of other areas were compared, the pluri-annual forecast for Tourism identified it as a non-priority element in government planning, although coherent to the planned initiatives.Downloads
