Organizational Culture in the Public Organizations of Parnaíba, Brazil

Current research deals with organizational culture and the representation of management model established by civil servants from several sectors. Twenty civil servants from the Education, Health and Security sections in Parnaíba PI Brazil, participated. They were asked to comment on the management of the three above-mentioned areas, based on the principles of the Bureaucratic Management Model. A semi-structured interview and a social-demographic questionnaire were prepared to characterize the sample. Results, analyzed by content analysis following Bardin (2011), revealed that work was done collectively in the organizations under analysis, with different types of contributions towards the organization by the civil servants. Most respondents identify themselves with the organizational context and interpersonal relationships between civil servants and users may be characterized as patriarchy. The term bureaucracy was labeled negatively, as something that causes delay and inefficiency in the processes, and positively, as necessary to the organization of the system and as an administrative tool. Results show that the characteristics of organizational culture mostly expressed the opinion of higher education professionals and within the Education area. However, results should not be generalized since the public sector is highly comprehensive.Downloads
