For Public International Law controversy means the opposition of statements or juridical interests between sovereign States. According to the 1945 San Francisco Paper, since States are sovereign, war is regulated as an international illicit act and controversial issues should be solved through peaceful means. In the post-war milieu, several historical events changed the interests of the State but the mechanism to eliminate controversies remained intact.Downloads
