Intramunicipal Decentralization: Course and Management Between Politics and Administration in São Paulo and Rio de Janeiro, Brazil

Intramunicipal decentralization process in São Paulo and Rio de Janeiro, Brazil, is analyzed, its course is identified and hypotheses on the flaws in its implementation are investigated from the relationships between politics and management. Analysis of the literature revealed that two periods related to the decentralization process were identified, or rather, between 1960 and 1970 in which experiences on decentralization were predominate, and in the 1980s when decentralization experiences coupled to initiatives for the population´s participation in government decisions emerged. Failures in the articulation between politics and administration, fundamental for the success of decentralization, occurred. Further studies are required on administration reforms in Brazilian municipalities for normative and theoretical exigencies.Downloads
