Abstract

The right to family planning and responsible parenthood were disciplined by the national legal system, taking into account the principle of human dignity and the preservation of personal rights of the child. The new adoption law at the same time enabling the completion of the project promotes the effectiveness of the parental rights of the personality of the child unable to remain in their natural family. The innovations that have improved the procedures set forth in the Statute for Children and Adolescents and the family life of children in both the biological family as the replacement, subdivided in minors rights, duties and standards of the adopting procedural nature in relation to intercountry adoption . The law was silent on the possibility of adoption by homosexual couples. The principle of human dignity, enshrined as a guide to the legal drafting and interpretation of the rules, took even more emphasized by the new decree regarding the person in training to achieve the principles of full protection and the child's best interest and adolescents.
