Abstract

The formation and consolidation of the physical therapist within a historical context of public policies for higher education in Brazil is provided. A historical reconstitution on the formation of the physical therapist was undertaken by a review of the literature, with special attention to the role of public policies for Higher Education within the profile of the professional from colonial times to the FHC administration. Physical therapy was organized as rehabilitation to the detriment of an equal activity at the three levels of health attention, following the principles of the Brazilian Health System. The fast expansion of courses within the reform of Higher Education made more difficult any change in the concept. It was only opposed when the National Curricular Guideless for the Physical Therapy Course were published in 2002.
