Citizenship, Human Dignity and the Principle of Efficiency

Abstract
The constitutional right of efficiency, inspired by economic efficaciousness, proper to entrepreneurship, was introduced in Brazil in 1988 owing to neo-liberal reforms in the 1990s. It foregrounded the ideal of decreasing the size of the State machine and the introduction of management practices in State administration. Current research shows that the efficiency principle is not equal to economic efficaciousness, albeit it does not discard it. Rather, it derives from the Italian principle of good Law Administration and should be interpreted within the other constitutional principles. Further, the citizenship right is protected and its concrete application should take into account human dignity in all its consequences so that fundamental rights could be also deployed.
