Current paper deals with the right to freedom of expression as the basis of democracy and a manner for its evolution. It aims at identifying a democratic model compatible to the present one; demonstrating the right to freedom of expression as one of its basis; investigating the stance of the Brazilian Supreme Court in issues involving this right; showing how the exercise of the freedom of expression helps in the evolution of democracy, especially within the contemporary context of cyber democracy. The issue deals on the question whether freedom of expression is effectively a tool for the promotion of democratic ideals. Current analysis employs the induction method by investigating the bibliography for doctrine, law and jurisprudence. Democracy and freedom of expression will be analyzed separately and then investigated with cyberdemocracy.Downloads
